This design for a city hall provides a public route through the building mass, to connect the city center with a park and a buss station. This makes the building a link in between.
The hierarchy of the programme strongly influenced the composition of the building. Around the central hall, public functions are situated, such as the front office and the wedding room. This way, the public identity of the hall is strengthened by its surroundings. The building wings that are not directly connected to the central hall mainly contain more private functions like back offices. The west wing of the building accommodates the administrative functions, while the east wing has the governmental functions. The most important officials have their offices in the top of the building, while one level underneath the council chamber can be found.
